Construction Project Director

Our client is a leader in the construction of Technology, Industrial and Commercial Hubs with interest in multiple eco-SMART Asian economies.
Currently, they are searching for Project Director to be responsible for full spectrum of project management. This incumbent is expected to have grit and determination to ensure the project is delivered on time and in accordance with schedule.
JOB DIMENSION (SCOPE)
Quality Assurance / Environmental, Health & Safety Support
- Administer Project Management resources to:
- Ensure compliance to QMS / EHS requirements;
- Recommend penalties for Subcontractor non-compliance to QMS / EHS requirements.
- Enforce follow-up to site quality inspection comments.
Finance Support
- Administer Project Management resources to:
- Enforce prompt submission and payment of Client progress claims;
- Enforce project maintain a positive cashflow;
- Justify provisions for individual projects, as well as deviations in the cost reports;
Business Development Support
- Administer Project Management resources to:
- Formulate technical responses to tender;
- Assist Tender pricing and negotiation
- Attend Client tender interviews (if required).
Project Management Personnel / Construction Management Personnel
- Act as the direct reporting manager to all Project Management / Construction Management personnel in the company:
- Senior Project Manager
- Project Manager
- Assistant Project Manager
- Site Manager
- Site Engineer
- BIM Manager
- BIM Coordinator
- BIM Modeller
- Contracts Manager
- Contracts / Project Executive/ Quantity Surveyor
- Document Controller
- Oversee headcount / budgetary planning for the Project Management department.
- Recommend and execute employment and removal of Project Management / Construction Management personnel.
- Approve leave applications of all Project Management personnel / Construction Management personnel
- Approve and sign-off on expense claims from Project Management / Construction Management personnel individuals.
- Oversee the assignment of Project Management / Construction Management personnel to individual projects.
- Manage and recommend remuneration packages (including bonus awards) for Project Management / Construction Management personnel
- Conduct performance assessments for all Project Management / Construction Management personnel
- Formulate an annual training program for the Project Management department
- Determine the responsibilities / scope of each grade within the Project Management department.
Meetings
- Conduct Client design kick-off meetings for all projects and subsequently, monitor such follow-on meetings.
- Conduct internal design meetings for all projects and subsequently, monitor such follow-on meetings.
- Co-chair pre-construction meetings with Business Development and Operations for all projects.
- Co-chair internal design review meetings with Project Management / Construction Management personnel for all projects
- Conduct performance for all projects.
- Conduct monthly Client project-update meetings for all projects.
- Provide all project updates to Managing Director (Operations) on a weekly basis (via Operations meeting).
Project Management Authority
- Sign-off cost reports for all projects.
- Sign off on subcontractor awards recommendation for all projects.
- Sign off on subcontractor progress claim certificates recommendation for all projects.
- Approve Client progress claims recommendation for all projects.
- Approve on works order recommendation to subcontractors for all projects.
- Approve on variation advices recommendation to Clients for all projects.
- Approve on variation orders recommendation from subcontractors for all projects.
- Approve the dating and issuance of (joint) subcontractor warranty documents for all projects.
- Approve on formal notifications to the Client for all projects.
- Approve on post-DLP maintenance / rectification expenditures for all projects.
- Recommend provision figures to account for potential project cost / claims.
Project Management
- Allocate and manage project reference numbers for all projects.
- Monitor timely procurement and award of consultancy service and subcontract works
- Manage consultants and subcontractors to ensure all design solutions were timely approved by the Client at various design stages. Audit design drawings for value engineering and constructability considerations.
- Coordinate and verify subcontractor proposals for all projects during the award stage.
- Monitor progress of all regulatory submissions and approvals to ensure timely approval of building plans, construction permits, TOP and CSC.
- Ensure compliance to cost report submission timelines.
- Negotiate subcontractor deductions for project non-compliance and breaches.
- Administer Project Management/ Construction Management resources to oversee the following matters for all projects:
- Compliance to key legal obligations in relation to the project;
- Flow through of Client contract obligations to the subcontractors;
- Project schedule and site progress;
- Ensure that the Senior Project Managers / Project Managers / Assistant Project Manager / Site Managers attend their respective site meetings on a weekly basis.
- Monitor construction schedule on time;
- Project cost and budget adherence;
- Project cashflow and budget adherence to client progress claims;
- Formal project certifications, including handover certificates;
- Defect rectification progress, particularly during the handover / final statement claim stage;
- Evaluate the performance of consultants and subcontractors.
- Conduct post-mortem, shared best practices and lessons learnt among project teams
- Any legal claims from the Client or subcontractor;
- Maintaining relationships with the Client;
- Maintaining relationships with relevant authority officers.
Other Responsibilities
- Administer the filing and archiving of cost reports for all projects.
- Submit project progress reports for the Group’s monthly management meetings.
- Expand and improve on existing Project Management procedures / processes, including documentation (Refinement & reviewing work processes to improve productivity & work efficiency)
- Assist to review and do housekeeping of the documentation management system for the Project Management department in SharePoint.
- Continuously improve the productivity and competitive advantage of the Company
- Implementation of Queen Bee Project – IDD, from digital design, digital fabrication, digital construction to digital asset delivery and management, to improve productivity, minimise rework and achieve cost savings. Obtain BIM award or recognition from local government agencies [Queen Bee]
- Improve Project Management System and work flow between Operation team.
